Scovill, Commanding Officer, USN Whidbey Island Class Dock Landing Ship USS TORTUGA (LSD 46), convinces a stranded Hurricane Katrina survivor to take refuge aboard his ship. The TORTUGA, currently moored at Naval Support Activity New Orleans, Louisiana (LA), is providing hot meals, showers, and beds for hurricane survivors.
