Bell may succeed McCarl. Acting Director of the Budget, Daniel W. Bell, is considered a possible successor to J.R. McCarl as Comptroller General. McCarl's 14 year term expires next June. Bell is understood to have refused to take the appointment as permanent director of the Bureau of the Budget because it would cost him his Civil Service status, which he has cherished for 15 years. But the term of 14 years as Comptroller General might influence him to case aside his "career" record. In addition to other jobs, Bell is commissioner of accounts and deposits, a position he held when he was drafted to replace Lewis Douglas, the former director of the Budget. Reporters scramble for crop reports, Washington, D.C., October 10. Due to a premature leak of information from the drop report of the government several years ago, the Federal Crop Reporting Board has a system to prevent premature information which might influence the stock market. The reports are laid on a table a few yards away from the newsapermen who are held off by a rope. At a given signal, the rope is dropped and the reporters rush to the table, pick up the reports, and make another rush. This time to the phones to phone their papers. CAPE CANAVERAL, Fla. – A forklift operator offloads NASA's Radiation Belt Storm Probe B, enclosed in a protective shipping container, from a flatbed truck at the Astrotech payload processing facility near NASA’s Kennedy Space Center in Florida where Applied Physics Laboratory technicians will begin spacecraft testing and prelaunch preparations.  The twin RBSP spacecraft arrived at Kennedy’s Shuttle Landing Facility in the cargo bay of a U.S. Air Force C-17 aircraft earlier in the day.          The RBSP mission will help us understand the sun’s influence on Earth and near-Earth space by studying the Earth’s radiation belts on various scales of space and time. The RBSP instruments will provide the measurements needed to characterize and quantify the plasma processes that produce very energetic ions and relativistic electrons. The mission is part of NASA’s broader Living With a Star Program that was conceived to explore fundamental processes that operate throughout the solar system, and in particular those that generate hazardous space weather effects in the vicinity of Earth and phenomena that could impact solar system exploration. RBSP is scheduled to begin its mission of exploration of Earth's Van Allen Radiation Belts and the extremes of space weather after launch. KENNEDY SPACE CENTER, FLA. -- The Pegasus XL rocket is dropped from the L-1011 aircraft at 3:14 p.m. EST, propelling NASA's Solar Radiation and Climate Experiment (SORCE) toward its orbit. Separation of the spacecraft from the rocket occurred 10 minutes and 46 seconds after launch at about 3:24 p.m.  Initial contact with the satellite was made seven seconds after separation via a NASA communications satellite network. Over the next few days, the mission team will insure that the spacecraft is functioning properly. The SORCE science instruments will then be turned on and their health verified.  Approximately 21 days after launch, if all is going well, the instruments will start initial science data collection and calibration will begin. The spacecraft will study the Sun's influence on our Earth and will measure from space how the Sun affects the Earth's ozone layer, atmospheric circulation, clouds, and oceans.
