In 1832, the first saw mill in Oregon was built on the banks of the Willamette River in Oregon City. Over the course of the 19th century, additional mills were constructed for flour, brick, paper and woolen products. In 1909, J.P. Hawley bought the paper mill and adjacent properties. He introduced four paper machines that produced fruit wrap, bread paper, wrapping paper, toweling, bags and newsprint.
