U.S. Army Spc. Jessica Arbour, an animal care specialist with Combined Joint Task Force-Horn of Africa 411th Civil Affairs Battalion, presents student Ilham Said Chirwa a certificate of appreciation from the U.S. Embassy in Djibouti during the Institute of Languages and Information Technology English program's graduation ceremony in Djibouti, July 7, 2013.
