The Motor Vessel Roberta Tabor locks through Lock and Dam 2 in Hastings, Minn., April 8. The tow was the first to break through the ice at Lake Pepin on the Mississippi River and arrive in St. Paul, Minn. Traditionally, the first tow to break through the ice marks the unofficial start to the navigation season for the Corps of Engineers, St. Paul District.
