NEWPORT NEWS, Va. (Feb. 09, 2007) Secretary of the Navy (SECNAV) The Honorable Dr. Donald C. Winter delivers the commencement address to the Northrop Grumman Newport News Apprentice School Graduating Class of 2007. Founded in 1919, the Apprentice School offers four-year, tuition-free apprenticeships in 18 skilled trades to qualified men and women.
