Microfiche stated Mr Burchell was engineer in chief of EWS. E&WS Dept did not exist as such until 1929 ("Water , South Australia" by Marianne Hammerton). Mr Burchell was not engineer in chief of EWS but resident engineer on South-Eastern Drainage Scheme (he previously worked on River Murray).
