Master Chief Master-at-Arms Carlos Henriquez reads a letter to Clarbel

JACKSONVILLE, Fla. (Nov. 01, 2013) Master Chief Master-at-Arms Carlos Henriquez reads a letter to Clarbel "Toni" Talmadge after he returned the 1920 edition of the United States Navy Regulation manual that was once owned by her father, Capt. Ford R. Cline. Cline owned the book during World War II. The letter was written by Chief Information Systems Technician Derek Hartman, whose wife found the manual in an antique shop in Smithfield, Va. and together they spent months locating Talmadge to give her the book.
