Vincenzo Volpe was born in Grottaminarda, Campania, in the Kingdom of the Two Sicilies. When he was eight, his family relocated to Naples. In 1871, he enrolled at the Accademia di Belle Arti in Naples and studied under Domenico Morelli. In 1877, he displayed a painting titled "A Peaceful Interruption" in Naples, and later, in 1883, he exhibited "Orazione" and "Accordo difficile" in Milan. The same year in Rome, he submitted four paintings, including "Canzone Allegra," portraying an elderly man playing guitar and singing to a convalescent girl in bed. In 1884, he showcased "Nello Studio" in Turin, followed by "Una Partita d'Onore" and "Lezione di Musica" in Venice in 1887. At the 1891 Exposizione Triennale of the Brera Academy, he presented "Una Vecchia Canzone." Additionally, he engaged in restoration work, notably contributing to the frescoes at the Sanctuary of Montevergine near Mercogliano. In 1900, he received an invitation to the Royal Palace to paint a portrait of King Umberto I. Two years later, he assumed the role of a professor at the Accademia, a position he held until his death in Naples in 1929. From 1915 to 1925, he served as the President of the Accademia. One of his notable pupils was Giulia Masucci Fava.
