10 per cent railroad rate increase benefits motor carriers--ICC Commissioner Eastman. Washington, D.C., April 13. ICC Commissioner Joseph B. Eastman today told a Senate Interstate Commerce Subcommittee that he believed the 10 per cent rate increase granted the railroads last summer has been "Of more benefit to the motor carriers than to the railroads." Advocating a balanced system of transportation charges between rail, motor and water carriers, Eastman said that contrary to popular belief, rate wars between the three do not benefit the public, 4-13-39

Bantam, Connecticut. Tree-lined Lafayette Boulevard--Route 25 to the motorist passing through Bantam--is the "main stem" of the town. The "Photo and Gift Shop," directly opposite the post office, is open all year, although its real business is done during the summer; at that season Bantam and the nearby town of Morris are host to some 350 vacationers at Bantam Lake, which is mainly in Morris. Below the shop is the office of Bernard C. Roeberg, the town's leading real estate dealer who is also principal of the Bantam School, a corner of which may be seen to the right. The large building with the water tower at the bottom of the hill is the Connecticut Electric Company, which has not yet started to enjoy the increased business brought to Bantam by the war program. Opposite this plant is a brick building used by the state highway department for storage. A section of this building is devoted to a small shop employing, at most, six people. Here bathrobes are occasionally turned out. No one was seen in the shop during the ten days the OEM (Office of Emergency Management) crew was in Bantam, although there was always a bunch of keys hanging in the locked door

About a dozen bald eagles live in the Merritt Island National Wildlife Refuge, which shares a boundary with Kennedy Space Center. The Southern Bald Eagle ranges throughout Florida and along the coasts of California, Texas, Louisiana, and the south Atlantic states. Bald Eagles are listed as endangered in the U.S., except in five states where they are listed as threatened. The number of nesting pairs of the southern race once numbered several thousand; recent estimates are only 350-375. Most of the southern race nest in Florida. Eagles arrive at KSC during late summer and leave for the north in late spring. They move to nest sites in October and November and lay one to three eggs. The young fledge from February to April. The Refuge encompasses 92,000 acres that are a habitat for more than 331 species of birds, 31 mammals, 117 fishes, and 65 amphibians and reptiles. The marshes and open water of the refuge provide wintering areas for 23 species of migratory waterfowl, as well as a year-round home for great blue herons, great egrets, wood storks, cormorants, brown pelicans and other species of marsh and shore birds, as well as a variety of insects KSC00pp0243

ISS014-E-12686 (21 Jan. 2007) --- This wintry scene of Quebec Province in Canada was photographed by one of the Expedition 14 crew members aboard the Earth-orbiting International Space Station. In 1535 Jacques Cartier landed on an island in the St. Lawrence River and named a 233 meter-high mountain Mount Royal. Montreal is a city on that island that grew up around the mountain. The city of Montreal (near center frame) is located on the Ile de Montreal to the northwest of the St. Lawrence river (the wider body of water). It was not until 1642 that Ville Marie, founded by missionaries, would officially become the city of Montreal. The cityscape contrasts well with the farmland and natural forests in this summer view. Today Montreal is the largest city in the province of Quebec, and is the second most populous metropolitan area in Canada -- in 1991 the population was just more than one million in the city and 3,127,242 in the metropolitan area. While owing its early growth to the fur trade, the city is a leading producer of aircraft, chemical and pharmaceutical products, and is a major petroleum production center. Nearly half of Canada's .8 billion aerospace industry is located in the Montreal area. iss014e12686

ISS031-E-116058 (13 June 2012) --- Polar mesospheric clouds in the Northern Hemisphere are featured in this image photographed by an Expedition 31 crew member on the International Space Station. In both the Northern and Southern Hemisphere, during their respective late spring and early summer seasons, polar mesospheric clouds are at the peak of their visibility. Visible from the ground during twilight, aircraft in flight, and the International Space Station, they typically appear as delicate shining threads against the darkness of space?hence their other name of noctilucent or ?night-shining? clouds. On the same day this image was taken from the space station while it was passing over the night-darkened Tibetan Plateau, polar mesospheric clouds were also visible to aircraft flying above Canada. In addition to this still image, the space station crew took a time-lapse image sequence of polar mesospheric clouds several days earlier (June 5, 2012) while passing over western Asia; this is first such sequence of images of the phenomena taken from orbit. Polar mesospheric clouds form between 76-85 kilometers above the Earth?s surface, when there is sufficient water vapor at these high altitudes to freeze into ice crystals. The clouds are illuminated by the setting sun while the ground surface below is in darkness, lending them their night-shining properties. In addition to the illuminated tracery of polar mesospheric clouds trending across the center of the image, lower layers of the atmosphere are also illuminated; the lowest layer of the atmosphere, the stratosphere, is indicated by dim orange and red tones. While the exact cause of formation of polar mesospheric clouds is still debated?dust from meteors, global warming, and rocket exhaust have all been suggested as contributing factors?recent research suggests that changes in atmospheric gas composition or temperature has caused the clouds to become brighter over time. iss031e116058

VANDENBERG AIR FORCE BASE, Calif. – NASA's Soil Moisture Active Passive mission, or SMAP, is scheduled to launch in November 2014 from Space Launch Complex 2 on Vandenberg Air Force Base in California, seen here on a temperate, fog-free summer's day. A United Launch Alliance Delta II rocket will be used to deliver SMAP into orbit. SMAP will provide global measurements of soil moisture and its freeze/thaw state. These measurements will be used to enhance understanding of processes that link the water, energy and carbon cycles, and to extend the capabilities of weather and climate prediction models. SMAP data also will be used to quantify net carbon flux in boreal landscapes and to develop improved flood prediction and drought monitoring capabilities.
